That Which Is Not Learned
Bastiat asked what a broken window destroys that nobody can see. Ask the same question about a school schedule with no room in it for music.

Frédéric Bastiat's most famous essay isn't about schooling at all. A boy breaks a shopkeeper's window, and the crowd that gathers finds a silver lining: the glazier gets paid, the glazier spends the money, and so a broken window turns out to stimulate the economy. Bastiat's answer was that the crowd was only counting what it could see — the glazier's new business — and ignoring what it couldn't: the coat the shopkeeper would have bought instead, the tailor who never gets that business, the shoes that never get made. The visible gain is real. The invisible loss is just as real, and it's always larger, because it's the thing that would have existed if the window had never broken at all.
Run the same test on a school schedule, and the parable stops being about economics.
The core, and what counts as core
Ask what American public schools actually teach, and the answer is remarkably uniform for a system with no single national curriculum: English/language arts, mathematics, science, and social studies, in that order of priority, from kindergarten through graduation. California's own framework makes the hierarchy explicit rather than implicit — those four subjects are required every year, tested every year, and staffed accordingly. Physical education, health, world languages, and "visual and performing arts" (a single category folding together dance, theater, visual art, and music) show up too, but as a different tier: required in smaller doses, satisfiable by any one of several options, and — everyone who has watched a district budget meeting already knows this part — the first line item cut when the budget tightens and the first period shortened when testing season needs the room.
That ordering isn't a scandal. Nobody sat down and decided music didn't matter. It's simply what falls out once "core" gets defined as "the subjects the accountability system measures," and once a system starts measuring only some things, it will optimize for exactly those things and nothing else, for the same structural reason a company that's only graded on quarterly earnings will eventually sacrifice the R&D nobody's grading. The seen part of this arrangement is a cohort of children who can read at grade level and pass a standardized math test. The unseen part is everything the schedule had no room to build instead — and that's where Bastiat's actual argument starts, because the unseen part isn't a rounding error. It may be the larger of the two.
What you don't get to see yourself not having
Here's the specific unseen cost worth naming, because it's been measured rather than merely speculated about. E. Glenn Schellenberg's randomized controlled trial assigned children to a year of keyboard lessons, voice lessons, drama lessons, or no lessons at all, and found that the children in music lessons gained more in full-scale IQ than the drama and no-lessons groups, an effect that held after controlling for family income and parental education. Later longitudinal work extended the finding: childhood music training predicts not just musical skill but verbal memory, second-language pronunciation accuracy, reading ability, executive function, and academic performance and IQ measured years later, in young adulthood. The mechanism researchers converge on isn't "music makes you good at music." It's that sustained, structured music training seems to build a more general capacity to abstract high-order structure from whatever a child is later asked to learn — a transferable cognitive tool, not a party trick.
The structural evidence is even more specific, and it points at a single piece of anatomy. Gottfried Schlaug and colleagues at Harvard Medical School found that children who began instrumental training before age seven developed a significantly larger anterior corpus callosum — the band of roughly two hundred million fibers that carries signal traffic between the brain's left and right hemispheres — than children who never trained, and that the difference was still measurable in adults who hadn't touched an instrument in years. The same children showed a larger cerebellum, the region governing timing and motor coordination, and more grey matter in the auditory-processing areas: the brain had physically reorganized itself around the demands of the instrument, and the reorganization showed up on a scan. The age window mattered more than anything else in the data. Training that started before seven produced the largest structural changes; starting after ten produced smaller ones; adults who picked up an instrument for the first time showed the least change of all, though not none. The brain is most willing to be rebuilt by music during precisely the years a school schedule is deciding whether music counts as core.
A larger corpus callosum isn't a cosmetic finding. It's the physical width of the bridge the brain uses to move information between a hemisphere doing more sequential, verbal, rule-based processing and a hemisphere doing more holistic, spatial, pattern-integrating processing — the traffic that has to happen for a mind to connect what it knows analytically to what it perceives all at once, rather than holding the two apart in separate, uncoordinated rooms. Spatial reasoning, verbal memory, and the capacity to track several streams of information simultaneously all show up as downstream beneficiaries of a wider bridge, and none of those three sound like "music skills" because they aren't. They're what a better-connected brain does with whatever task it's handed.
None of that shows up as a felt absence in a child who never got it. There's no ache where the missing capacity should be, no parent filing a complaint about the IQ points their kid didn't gain, no line on a report card that reads "structural abstraction ability: not developed, subject was not offered." The cost is invisible in the most literal sense Bastiat meant: it's the thing that would have existed and doesn't, compared against nothing, because the counterfactual child was never produced to compare against. Meanwhile the cost of the alternative — hiring specialist music teachers, buying and maintaining instruments, protecting a weekly block of instructional time that competes directly with test-prep for the subjects that are actually measured — is completely visible, sitting on a line in next year's budget with a dollar figure attached. A school board asked to choose between a certain, visible cost and an uncertain, invisible benefit will make the same choice the crowd around the broken window made, for the same reason: only one side of the ledger has a number on it.
Required until it's hard, elective the moment it is
There's a second mechanism buried in the core-versus-elective split that has nothing to do with budgets and everything to do with what happens the moment a child actually struggles. A required subject and an elective subject don't just get different amounts of instructional time. They get opposite responses to difficulty. A child who's struggling with required math doesn't get to drop math — the system's answer to difficulty in a required subject is more of it: tutoring, remediation, repetition, a summer-school seat, whatever it takes to close the gap, because there's no way to satisfy a requirement by substituting something easier. A child who's struggling with band, choir, or orchestra has an exit that costs nothing and requires no one's permission: drop it, take the other elective on the approved list instead, and the box still gets checked, because the requirement was never "learn to play an instrument." It was "accumulate one credit from column B," and any other item in that column clears the same bar.
That asymmetry falls hardest on exactly the subject this essay has been tracing, for a reason the corpus callosum research makes uncomfortably specific. The structural brain changes Schlaug documented weren't produced by exposure to music. They were produced by sustained training through the part that's actually difficult — the months an instrument sounds like a mistake before it starts sounding like music, the daily repetition that precedes any payoff a child can feel. That's precisely the stretch an elective structure is built to let a child exit from, and a required subject is built to force a child through. So the two subjects a school system treats identically on paper — required math, elective music — get opposite populations by the time either one gets hard: the required subject keeps its strugglers and pushes them forward, while the elective subject loses its strugglers to an easier choice on the same list, right around the point where sticking with it would have started rewiring anything. Whatever enrollment numbers a district reports for its arts programs were never a sample of what universal, sustained training would have produced. They're a sample that's already been filtered by the one difference in the system that decides whether difficulty gets met with more effort or with an exit.
How we got here
The strange part is that this wasn't always the hierarchy. Music sat inside the quadrivium — arithmetic, geometry, music, and astronomy — as one of the four core mathematical arts of a classical education, understood as literally continuous with the reasoning skills the other three built, not as a decorative add-on to them. Government Schooling Is Unacceptable already traced what displaced that older model: Horace Mann's common-school movement, borrowing from Prussia, wasn't optimizing for the broadest possible cognitive development of each child. It was optimizing for a legible, synchronized, civically obedient population, and the subjects that survived the transition to mass compulsory schooling were the ones that served literacy, arithmetic, and civic formation at scale — reading, writing, arithmetic, a shared national history. Music's old status as a reasoning discipline didn't transfer forward with it; it got re-filed as enrichment, alongside art and drama, because enrichment was never the point of the machine that replaced the classical model.
What keeps us here
The reform era since has only deepened the sorting, not questioned it. Once school funding, teacher evaluation, and school ratings all get tied to standardized test scores in reading and math, a discipline with no standardized test — one whose payoff shows up years later, in a different subject, on a test nobody thinks to attribute back to the music room — is structurally invisible to the very system built to notice value. It doesn't matter that the causal arrow, per the research, plausibly runs through music training and into the reading and math scores a district is desperate to raise. A superintendent optimizing this year's measured outcomes has no accounting method that would ever recommend spending on the unmeasured input over direct test-prep in the measured subject, even when the unmeasured input is the one with better evidence behind it. Bill of Separations' education article named the deeper version of this: a state that funds a classroom gets to decide what that classroom teaches, and a state whose only feedback signal is a standardized score will keep re-optimizing the curriculum toward whatever that score rewards, regardless of what a child would have been capable of under a different one.
That's also the answer to why no one particular actor is to blame and why it doesn't self-correct. The teacher wants more music time and can't get it funded. The district wants better test scores and cuts music to buy test-prep, which is the empirically backward move but the locally rational one given what it's graded on. The parent wants their child well-rounded but has no way to price what a full music program would have been worth against a tutor for the subject on this term's report card. Everyone in the chain is behaving reasonably against the incentive directly in front of them, and the aggregate result is a population sorted, at scale, toward whichever cognitive profile the tested core subjects happen to reward — not because anyone chose that outcome, but because the alternative was never going to show up as a number anyone in the system was accountable to.
A society, not just a child
Scale the individual finding up and a further question is unavoidable, even though it has to be asked more carefully than the individual one, because no scan can be run on a society. If the specific capacity music training widens is the bandwidth for connecting analytical, sequential processing to holistic, integrative processing inside one skull, it's worth asking what happens to public life when an entire generation's formative years mostly lacked the one activity known to widen it. Not that any single person becomes incapable of connecting the technical to the human, the immediate to the systemic, one domain's expertise to another's — individual variation swamps any population effect long before it reaches that kind of claim. But a population-level shift in a capacity is exactly the kind of thing that doesn't announce itself in any one person and shows up anyway in the aggregate, the same way a population that stopped exercising wouldn't produce a nation of people literally unable to walk, only a nation whose average cardiovascular fitness quietly moved in one direction.
Runaway Process described institutions that fail in a specific way: scored on only one column of a ledger, structurally blind to the other, optimizing a narrow metric straight past the point where the optimization stops serving anyone. That's a claim about incentive structures, not about the people staffing them, and it doesn't need a neuroscience footnote to stand on its own. But it's hard not to notice the family resemblance between an institution that can't hold two columns in view at once and a mind less practiced, from childhood, at holding two hemispheres' worth of processing in integrated view at once — expert testimony that never gets weighed against the values question it's actually answering, a policy debate where the technical case and the human case are conducted by people who barely speak to each other, a public square better at relaying isolated facts than at synthesizing what they add up to. None of that requires the corpus callosum finding to be true as a cause. It only requires noticing that a society which quietly stopped building the bridge, in the specific years the bridge is built, and a society whose institutions keep failing for want of exactly that kind of bridging, are at minimum describing the same shape twice, from two different altitudes.
Bastiat's glazier gets his business, and the crowd goes home satisfied that something good happened. The tailor who never got the shopkeeper's custom doesn't show up to complain, because he doesn't know he was owed anything. A generation that reads and computes on schedule doesn't show up to complain either, for the identical reason: it has no way to miss a mind it was never given the chance to become.
The power this should never have been
Step back from the music room and look at what was just described: a single institution, compulsory and nearly universal, deciding which cognitive capacities an entire population gets the chance to develop and which it doesn't — not through malice, not even through a decision anyone can point to, but through the ordinary operation of an accountability system that can only reward what it measures. That's not a curriculum dispute. That's the exercise of a kind of power that shapes what the next generation of minds is even capable of noticing, and it's being exercised by an actor that faces no bill for the version of the mind it declined to build, because the bill never arrives anywhere a budget line can register it.
Weigh that against how carefully everything else on this site has argued for keeping power divided, checked, and exitable — Government Schooling Is Unacceptable on the coercion built into the system itself, Bill of Separations on why an entire list of domains needs to sit structurally outside the state's reach rather than merely be promised good treatment inside it. This is the sharpest instance of that argument the list has, not the mildest. No church, no press, no single employer, no platform holds anything close to the leverage a government school system holds over what a population's minds become before they're old enough to consent to the deal or even perceive that one was struck. That is exactly the shape of power nothing should be trusted with legitimately — not a well-meaning agency, not an elected board, not a curriculum built by experts with the best intentions in the room — because the danger was never that the people running it are bad. It's that the power itself, concentrated and compulsory and answerable to no one it's actually shaping, is the kind no institution has ever been safe holding, regardless of who's holding it this decade.
